<P>PROBLEM TO BE SOLVED: To appropriately form an image, even if a user does not recognize the quality of paper sheet. <P>SOLUTION: The captured image data are developed into bit map data (102) and it is decided whether the range of 30% or higher developed bit map data is character image data (104). When the decision is affirmative, a tray, where the paper sheet having gloss whose reflectance of 45° is 20% or lower is stored, is selected (106).
