A method and an apparatus for operating and producing a work production by a user are provided to easily apply and edit CCL of a library by a user by making a library and confirming the hair information onto applied CCL to modify the CCL. A method and an apparatus for operating and producing a work production comprises: a step(S500) for inputting a file creation command; a step(S502) for inputting a copyright application command to a file which will be generated; a step(S504) for selecting a copyright list for applying if the copyright application command is inputted; and a step(S508) for generating a file where the selected copyright list is inserted into a file information.
