PURPOSE:To enable accurate coding and decoding. CONSTITUTION:A filter controller 13 calculates an absolute sum of difference data between picture data to be coded and picture data before one frame as prediction picture data, and an LPF (either of an LPF 10a and 10b) suitable for filtering the prediction picture data stored in the frame memory 9 is selected corresponding to the absolute sum. Then a switch SW3 is switched to the position of a terminal (either of a terminal a2 and b2) to which the LPF is connected and the prediction picture data stored in the frame memory 9 are filtered by the selected LPF and the processed data are fed to an arithmetic operation element 2 via a motion compensation circuit 11. |
