PROBLEM TO BE SOLVED: To facilitate washing drain treatment of rice and to obtain a feed having a high nutritive value which domestic animals willingly take by treating washing drain of rice, or the like, by a first and a second residue separating means to give a liquid feed raw material and treating the raw material under specific conditions. SOLUTION: (A) Washing drain of rice, red bean, soybean, or the like, is treated by a first residue separating means 7 equipped with a storage tank 21 of washing drain, a dehydrating and drying means 12 and a second residue separating means 10 equipped with a hollow yarn filter, or the like, to give a liquid feed raw material having a highly concentrated residue. (B) The obtained feed raw material is sent to the dehydrating and drying means 12, adsorbed on dried grains of rice, red bean, soybean or other grain as an object to be washed. (C) The grains having adsorbed the feed raw material on the surface made into a wet state obtained by previous process B is rolled in circulating drying air in the dehydrating and drying means 12, dehydrated and dried and the dried feed raw material is peeled from the ground fracture to give a powdery feed of fragment.
