PROBLEM TO BE SOLVED: To provide a device for lifting a sheet shutter whereby the sheet shutter can be dropped naturally at controlled speeds. SOLUTION: This device for lifting a sheet shutter includes a frame member having an upper frame and right and left side frames approximately vertically connected near both ends of the upper frame 2, a rotating shaft 6 freely rotationally provided within the upper frame 2, a towing member secured to the rotating shaft 6 at one end and fixed to a certain position of the upper frame 2 at the other end to support and lift the sheet shutter, and a drive control part 7 having a drive means mounted on the upper frame 2 for rotating the rotating shaft 6. The drive shaft 901 or driven shaft 902 of a one-way clutch is connected to a certain portion of the rotating shaft 801 of the drive means and the drive shaft 901 or driven shaft 902 of the one-way clutch 9 which is not connected to the rotating shaft 801 is connected to the inner rotor 1101 of a centrifugal clutch 11 having an outer rotor 1102 fixed thereto.
