PROBLEM TO BE SOLVED: To improve any defects such as heating failure due to temperature of a heating element falling below a given temperature when a magnetic flux attenuating means is used in a heating device of an electromagnetic induction heating system. SOLUTION: The heating device 114, provided with a magnetic flux generating means 3 and a heating element 2 radiating heat with magnetic flux, is for heating images t on a heated material P with the heating element, and is further provided with a freely moving magnetic flux attenuating member 8 for reducing the magnetic flux acting on the heating element 1 out of magnetic flux generated from the magnetic flux generating means 3. The magnetic flux attenuating member 8 is moved toward an effective position for lowering temperature of a non-transported region when a small size smaller than a maximum transportable size of the heated material P is transported, and is made retreated from the effective position in accordance with temperature of a non-paper-passing region.
