The present invention relates to: a safety induction light-emitting concrete road boundary stone which enables a driver to surely recognize the boundary of a road by emitting light transmitted through optical fiber to the outside through a light-emitting plate of a resin material by being installed between the road and a sidewalk; and a manufacturing method thereof. The safety induction light-emitting concrete road boundary stone according to the present invention comprises: a block which is formed with concrete; optical fiber which is buried in the longitudinal direction of the block; a light-emitting plate of a light transmitting resin material which is buried in the block, is installed so that at least one edge part is exposed to the outside through the outer surface of the block, and emits light to the outside by receiving light from the optical fiber by installing a tube insertion hole where the optical fiber passes; a light source which transmits light to the optical fiber; and a power supply means which supplies power to the light source.
