<P>PROBLEM TO BE SOLVED: To provide a manufacturing method capable of forming rapidly an electrode catalyst layer for solid polymer fuel cell with excellent uniformity, an electrode catalyst layer for solid polymer fuel cell manufactured by this method and capable of reducing the use quantity of platinum as it has excellent uniformity and improved porosity with an improved effective utilization rate of platinum, and a fuel cell having the electrode catalyst layer for solid polymer fuel cell and a high output density with an improved gas utilization rate and durability, and capable of cost reduction, with high reliability. <P>SOLUTION: The manufacturing method of the electrode catalyst layers 2, 3 for solid polymer fuel cell includes a process to form by spraying a catalyst ink consisting of catalyst carrying carbon, proton conductive polymer, and a dispersant on a proton conductive solid polymer film or a porous carbon sheet.
