PURPOSE:To improve compression efficiency and prevent a reproduced image from having screen distortion. CONSTITUTION:A system decision circuit 22 decides whether or not an input video signal is of the NTSC system or a 2nd generation EDTV system and outputs a decision signal. On the basis of the decision signal, an address generating circuit 24 generates the address of a frame memory 23. When the video signal of the 2nd generation EDTV system is inputted, the address generating circuit 24 controls the frame memory 23 and alters the data array of the vertically reinforced signal of a non-picture part so that the correlation becomes high. Consequently, the compression efficiency of compression by a DCT circuit 6 and a quantizing circuit 7 is improved.
