PROBLEM TO BE SOLVED: To provide a method for producing a one-pack type cold-setting aqueous emulsion to form a coating film having the same water resistance as that of a silicone polymer or higher than the water resistance and excellent weather resistance. SOLUTION: A mixture comprising a hydrolyzable silyl group-containing radically polymerizable monomer, a polyester containing a radically polymerizable group at one end or a polyalkylene oxide and, if required, a radically polymerizable monomer composed of a radically polymerizable monomer except these monomers, a hydroxypolysiloxane and an oil-soluble radical polymerization initiator is emulsified and dispersed in an aqueous medium in the presence of a surfactant to produce an aqueous emulsified dispersion. The aqueous emulsified dispersion is dripped into a heated aqueous dispersion to polymerize the monomers.
