PROBLEM TO BE SOLVED: To carry out a manufacture requiring less man-hours and make a product at a low cost, by utilizing characteristics of a sheet-shaped nonwoven fabric. SOLUTION: A laminated body 7 is made up by laminating the sheet-shaped nonwoven fabrics 5 in the width direction, thereby canceling unbalanced masses existing in the center section and both edge sections in the width direction. A plurality of laminates 7 whose variations in their masses are suppressed, are further laminated in accordance with a target mass of a filter 11, thereby making up a multilayer body 9, and the filter 11 is made up by punching out the multilayer body 9. Because the filter 11 is made up by laminating the laminates 7 whose variations in their masses are suppressed, the mass of the filter 11 is close to the target mass, and only a small number of sheet-shaped nonwoven fabrics 5 are added thereto or removed therefrom even in the case it is necessary to adjust the mass.
