PROBLEM TO BE SOLVED: To drive a generator or the like without using electric power, equipment and facilities requiring energy cost by continuously giving reciprocating rotational force to a rotator with a weight and converting the rotational force into a power in the same rotational direction. SOLUTION: Rotational energy is stored in a coil spring 30 within rotational zones in one direction and the other direction of the rotator 8 reaching the lowest position from a dropping position of the weight 16. The rotational energy stored in the coil spring 30 is discharged to a rotating shaft 1 to continuously rotate the rotating shaft 1 in the same direction within a rotational zone of the rotator 8 reaching a prescribed height from the lowest position of the weight 16.
