<P>PROBLEM TO BE SOLVED: To reduce manpower for inspection and enhance efficiency in inspection. <P>SOLUTION: A radio tag 111 for the inspection has a radio tag circuit element 112 equipped with an IC circuit part 113 capable of storing information, and a tag antenna 114 connected to this IC circuit part 113. The IC circuit part 113 stores and holds start instruction information 137 and an inspection processing program 140 for enabling of a tag label creation device 1 to execute the inspection processing for an operating state of the operation device.
