PROBLEM TO BE SOLVED: To prevent a rapid increase in the sum of gates even if the sum of input data is extremely large. SOLUTION: Sixteen items of data are divided into four groups, and subjected to thinning processing at each group, and the data which have passed by thinning are put close to a head side while keeping an arrangement order in the group and outputted from a small thinning processing circuit 10. Every time the passed data outputted from the small thinning processing circuit 10, the data are put close to the head side while keeping the arrangement order of sixteen (16) items of data, and outputted from an additional processing circuit 40.
