PROBLEM TO BE SOLVED: To provide an insulative heat-seal member which can increase the terminal strength without marring the insulation between a lead terminal and a metal layer of a package sheet nor consequently causing a short circuit even in the case of thermally bonding the lead terminal with an external circuit.SOLUTION: An insulative heat-seal member 1 comprises a film-like base material 2 and a heat seal layer 3 which are laminated on each other. The heat seal layer 3 includes a thermally fusible main agent, and a tack inhibitor. The insulative heat-seal member 1 is provided in such a way that it is thermally bonded with an external terminal reinforcement sheet part through the heat seal layer 3 between an external terminal of an electrochemical cell main body, and the external terminal reinforcement sheet part formed by extension of one face of a laminate film outer sheath formed by a metal laminate film and containing the electrochemical cell main body.SELECTED DRAWING: Figure 1
