A method and system (100) for provisioning remote user data access over digital subscriber lines (DSLs) (110) through connection-oriented packet networks (118) is described. According to a preferred embodiment, DSL terminal units (132, 134) are directed to train at a rate that is not substantially greater than the subscribed data rate, thereby avoiding network congestion due to a data rate mismatch. According to another embodiment, the DSL units (132, 134) are directed to test for the maximum trainable data rate before settling to the subscribed data rate. According to another embodiment, in the event that the maximum trainable rate lies substantially below the subscribed data rate, a permanent virtual circuit channel is provisioned through the connection-oriented network (118) to a corresponding lower level.
