PROBLEM TO BE SOLVED: To provide an adhesive tape or sheet in which the ratio of a reflectance measured according to SAE J1756 can be improved when the tape or the sheet is used for binding wire harness for automobiles even when using a polyolefin-based resin as a main component for a resin component of a base material. SOLUTION: The adhesive tape or sheet has an adhesive layer at least on one surface of the base material. In the adhesive tape or sheet, the base material comprises a polyolefin-based resin as a main component of a resin component and does not substantially contain a halogen atom, and a trimellitic acid ester-based plasticizer is included in the base material and/or the adhesive layer, and the trimellitic acid ester-based plasticizer has a characteristic (A) in which the amount reduced by evaporation (for 1 hr heating time at 165°C) is≤2 wt.% and/or a characteristic (B) in which vapor pressure (at 100°C) is≤0.087 Pa.
