PROBLEM TO BE SOLVED: To provide a manufacturing apparatus for a cutting tool having a hard coating superior in adhesion. SOLUTION: The manufacturing apparatus includes a treating container and a substrate attaching tool installed in the treating container. The substrate attaching tool includes a substrate table, a columnar support erected from the upper face of the substrate table, a horizontally long cathode bar insulatedly supported with respect to the columnar support, and a cylindrical anode arranged so as to surround the surrounding of the cathode bar taking it as the center of circle. A horizontally long support cylinder is attached to the upper end of the columnar support to support the cathode bar through an insulating coating in the support cylinder. The cathode bar is projected near its end from the support cylinder toward the end side, a cap is fitted to the projected end through an insulating ring, and a bolt penetrating the cap is screwed and fixed to the end face of the cathode bar. On the more tip end side than the support cylinder of the cathode bar, one or several articles to be treated are inserted while being wedged between insulating spacers, a cap is fitted through an insulating push-in collar, and the bolt penetrating the cap is screwed and fixed to the end face of the cathode bar.
