PROBLEM TO BE SOLVED: To stop a processing part more easily than a method for allocating connection processing for processing a connection request from a user to a processing part having a small load.SOLUTION: A user distribution device 16 determines a VM (virtual machine) 12 in charge of log-in processing if a user has not logged in yet in the case of receiving a connection request from the user.
