PROBLEM TO BE SOLVED: To provide a water-based coating material which can give a uniform coating film of excellent wettability even when applied by high-speed coating and can be desirably used, for example, to obtain coated film having a low oxygen permeability and excellent gas barrier properties, and to provide a process for producing the same. SOLUTION: There is provided the water-based coating material prepared by incorporating water, a surfactant, and a solid component comprising an inorganic layered compound and a resin 32 in a coating fluid. It is desirable that the solid component comprises at least either of a high hydrogen bond resin and an inorganic layered compound. The coating fluid forms a coating film after application and contains a surfactant for improving its affinity for a substrate or an anchor surface. The surface tension of the coating fluid contained in the water-based coating material is 50 mN/m or below in an equilibrated state, and the half-life t of the dynamic surface tensionγSAA of the solution prepared by adding the surfactant to water is in the range: 0.01<t<1,000 (sec).
