PROBLEM TO BE SOLVED: To provide a three-dimensionally structured paper product by adding paste or a pastelike material to a fibrous material and thermally expanding the fibrous material and further adding an expansion softening agent such as sodium hydrogencarbonate to the fibrous material. SOLUTION: Fibrous used paper slurry is kneaded with paste or a pastelike material and the mixture is thermally shaped to cure the surface. Thus a film is formed and then the whole shaped mixture is expanded by generating steam internally to bs solidly dried. Through the described process using sea weed and high-quality flour, hollow and crispy dumplings are obtained as food. In addition, the mixture is made to have tiny air bubbles formed internally to obtain a soft and cushiony product. In this way, it is possible to manufacture not only a three-dimensionally structured paper product but also a new savory food.
