<P>PROBLEM TO BE SOLVED: To accurately determine a power level and a wavelength of a WDM signal at each channel, using the fewest light-receiving elements. <P>SOLUTION: Information on a bit rate and a modulation method at each channel is informed to each WDM (Wavelength Division Multiplex) transmission apparatus, using an OSC (optical supervisory channel). A waveform search portion 72 refers to the waveform database 70 based on this information, and determines an approximated waveform according to the informed bit rate and the informed modulation method at each channel. A waveform approximation portion 74 approximates a measured value by the approximated waveform, and determines a power level and a wavelength.
