PROBLEM TO BE SOLVED: To provide a chemical for stabilizing soil which has specific curing time, is excellent in development of strength and permeability and does not expand at the initial stage as well as over the passage of time, and which is prepared by kneading a composition comprising particulate cement containing blast furnace slag and Portland cement, aluminous cement and Type II anhydrous gypsum with water, and to provide a ground stabilization technique comprising pouring the chemical into the ground. SOLUTION: The chemical for stabilizing soil comprises particulate cement (a) having a Blaine value of 8,000-15,000 cm<SP>2</SP>/g which consists of blast furnace slag and Portland cement, aluminous cement (b) and Type II anhydrous gypsum (c) having a Blaine value of 5,000 cm<SP>2</SP>/g or more, wherein the chemical is used as an aqueous suspension in the range of b:c=3-23:97-77 and (b+c)/(a+b+c)=10-35%.
