<P>PROBLEM TO BE SOLVED: To allow the dissolution of metallic lithium for preliminary occlusion and the preliminary occlusion of a lithium ion to a negative electrode to be carried out smoothly and quickly and raise productivity by reducing a metallic lithium handling frequency in a manufacturing process, in a storage element using a lamination layer electrode body in which a positive electrode capable of carrying out the occlusion/discharge of an anion and the negative electrode capable of carrying out the occlusion/discharge of the lithium ion are alternately laminated with a separator interposed therebetween. <P>SOLUTION: A hole penetrating front and rear surfaces is formed in a negative electrode collector 232. Metallic lithium 42 is arranged along the end surface of the lamination of a lamination layer electrode body 20.
