<p><P>PROBLEM TO BE SOLVED: To materialize an end-to-end security for each service, a security between services at a client, and a scalability for a large-scale system. <P>SOLUTION: In a virtual network constructing program, (1) a client 131 transmits an authentication request to a pass control server 111. (2) If authenticated, the pass control server 111 transmits launcher software to the client 131. (3) When the client 131 selects an available service, a corresponding pass constructing request is transmitted to the pass control server 111. (4) When the pass control server 111 receives the pass constructing request, it issues a connection instruction with a base router 133 to the client 131, and also (5) issues a connection instruction with the client 131 to the base router 133.
