The present invention relates to an ultraviolet-proof emulsifying agent which has both ultraviolet proofness and emulsifiability, by covalently bonding an organic compound having ultraviolet proofness with a surfactant having emulsifiability together. According to the present invention, the emulsifying agent exhibits effects of absorbing ultraviolet rays and allowing an oil phase to be emulsified into a water phase.
