A pipe cutting apparatus for use in a blowout preventer stack, the pipe cutting apparatus comprising: a frame comprising a stationary portion defining an interior volume and a rotatable portion disposed within the interior volume; a flange configured to secure the stationary portion of the frame relative to a blowout preventer stack; and one or more water jet nozzles coupled to the rotatable portion of the frame and configured to apply pressurized fluid to a pipe to cut the pipe, where the one or more water jet nozzles are movable between a retracted state and a deployed state in which the one or more water jet nozzles are radially closer to the pipe than when in the retracted state.
