PURPOSE:To accelerate the forming of highly oxidative hydroxy radical (OH.) by adding a chelate compound to efficiently remove a trace quantity of an organic material in water. CONSTITUTION:One of the chelate compounds such as disodium ethylenediamine tetraacetate, calcium ethylenediamine tetraacetate, magnesium ethylenediamine tetraacetate, iron ethylenediamine tetraacetate, iron citrate or the like is poured into a water to be treated introduced or directly before introduced into a reaction vessel. Furthermore, by diffusing ozone in the reaction vessel, hydroxy radical (OH.) is formed by a chain reaction to form hydroxy radical (OH.) between the chelate compound and ozone and to form hydroperoxy radical (HO2.) between the chelate compound and hydroxy radical (OH.), and efficiently decomposes the trace quantity of the organic material in the water.
