PURPOSE:To provide the mixing and dispersing device of a resin extruder high in mixing and dispersing capacity finely dividing the dispersed particles in a material into a particle size of several mum or less to achieve high-degree dispersion. CONSTITUTION:An axial shearing part 19 is formed by axially arranging axial shearing moving blades 17 extending outwardly from the outer periphery of a rotary shaft 14 in the radius direction of the shaft and axial shearing stationary blades 18 extending inwardly from the inner periphery of a casing 15 in the radius direction in close vicinity to each other and a radial bypass passage 22 is formed by the annular groove parts provided to the inner periphery of the casing 15 and the annular flange parts 21 concentrically provided to the outer periphery of the rotary shaft 14 so as to be loosely fitted in the annular groove parts 20. A radial shearing part 25 is formed by radially arranging radial shearing moving blades 23 axially extending from the outer peripheral parts of both end surfaces of the annular flange parts 21 and radial shearing stationary blades 24 axially extending from the inner peripheral parts of both end surfaces of the annular groove parts 20 in close vicinity to each other and the laminar division of a material 2 in axial and radial directions is repeatedly performed.
