And a feed port 6 for feeding air or oxygen is provided on the space part 4. Organic waste water 1 is preliminarily removed a floating product, etc., if necessary, and is introduced into the packed part 2 packed with the active carbon particles 3 under a water spraying system through a dispersion plate, etc., provided on a waste water introduction port.
