PROBLEM TO BE SOLVED: To provide an excreta treatment sheet with which users can extend the life of the same and reduce exchange frequency without having insanitary feeling on the appearance of the same, and to provide an animal toilet using the same. SOLUTION: The excreta treatment sheet 1 is arranged at a position where animal excreta can be absorbed and animal weight is not substantially loaded within a toilet vessel body where the animal excretes by going in and out. The excreta treatment sheet 1 comprises a front sheet 11, a back sheet 12 and an absorbent sheet 13 arranged between the front sheet 11 and the back sheet 12. The absorbent sheet 13 comprises at least an absorption layer having 100-600 g/m<SP>2</SP>basis weight and a high absorption resin 133 dispersed in the absorption layer, wherein a low absorption part 131 arranged on the side of the front sheet 11 and a high absorption part 132 arranged on the side of the back sheet 12 are formed.
