An apparatus and a method for precise-blanking and forming a workpiece are provided to improve the amount and efficiency of strokes by arranging a machining stage in the diameter direction around the lock opening of the transfer unit. An apparatus for precise-blanking and forming a workpiece includes a cutting die(13), as transfer unit, which lifts and fixes a cut blank in order to transfer the blank from one machining stage to the next and is rotatable with respect to an effective element. A cutting opening(20) of the cutting die is arranged on a common base circle concentric with an axis(A). A machining stage is arranged around a closed opening(23) of the cutting die in the diameter direction apart from the base circle.
