PROBLEM TO BE SOLVED: To solve problems wherein there is almost no method for searching for and recovering widely a field where industrial waste or the like is dumped illegally and then covered with the soil in the past, and vegetation grows thickly, and in the present state, only when some district is designated as a development object, existence of the waste is investigated by collecting thermal infrared data by an airplane. SOLUTION: Thermal infrared data from an artificial satellite are received both in the daytime and the night and preserved by paying attention to the fact that the surface of the ground where the industrial waste or the like is dumped and then covered with the soil has an apparently different heat capacity from the ground surface of another adjacent area. Then, the ground surface is partitioned into a mesh shape based on the data, and each heat capacity is calculated from a temperature rise and absorption energy in the daytime of the ground surface of a plurality of adjacent partitions, and each heat capacity of the adjacent partitions is compared and examined mutually, and a district showing a specific heat capacity value is extracted, to thereby specify a waste field.
