PROBLEM TO BE SOLVED: To provide a light emitting device which easily radiates heat generated by light emitting elements to the outside of a cover, and to provide a luminaire.SOLUTION: A light emitting device includes: a substrate 20 on which light emitting elements 25 are mounted; and a cover 10 housing the substrate 20. The substrate 20 is fixed along an inner surface of the cover 10. At least a radiation range of light of the light emitting elements 25 in the cover 10 is formed by a light transmissive member. The above object is achieved by the light emitting device and a luminaire.SELECTED DRAWING: Figure 1
