PROBLEM TO BE SOLVED: To provide a device and a method for measuring a radio communication use state, having high measurement accuracy at a stationary time and high time followability to the variation of an occupancy ratio in a radio communication environment.SOLUTION: Both high measurement accuracy at an ordinary time and high followability to the time variation of an occupancy ratio are obtained by simultaneously using, or switching depending on a situation, the following two methods: a so-called memory method in which an observation period is divided into short time intervals (slots), and an occupancy ratio is determined from the use state of each slot among the whole slots; and a so-called weighting method in which an occupancy ratio is calculated according to importance obtained by appropriately weighting each slot. |
