PROBLEM TO BE SOLVED: To settle a problem of deterioration in a position detecting element and enhance reliability of position detection for a rotor of a motor. SOLUTION: Based on an operation signal input from an operation section 21, a microcomputer 1 outputs a voltage-setting output to a switching power supply 2 and a driving pulse to a switching element 3 for starting up a motor of a pump 31. A comparator 4 takes out the voltage of each phase induced on the end of a soil of the motor at the time of start-up and shapes the voltage into a phase voltage waveform. Then, the comparator 4 outputs the waveform- shaped voltage to the microcomputer as a position detection signal. On receiving the signal, the microcomputer outputs a drive pulse of a specified pattern, corresponding to the position of the rotor to the switching element to turn it on and off, thereby making the motor operate normally.
