PROBLEM TO BE SOLVED: To provide a plasma generating body capable of suppressing plasma field fluctuation and excellently decomposing a fluid, and various types of apparatuses using the plasma generation body.

SOLUTION: The plasma generating body is provided with a tubular enclosure (1) having a pair of first electrodes (4) facing each other with an inner space (S) in between, and a second electrode (5) arranged between the pair of electrodes (4) by having a space in between. One end portion (3a) of the second electrode (5) is fixed to the enclosure (1), and an other end portion (3b) thereof is a free end. Plasma is generated between each of the pair of first electrodes (4) and the second electrode (5).
