<P>PROBLEM TO BE SOLVED: To identify a user even when the user uses an IC card temporarily lent to the user. <P>SOLUTION: When an IC card is temporarily lent to a user, the card ID of the lent card and user ID for specifying a user at the destination of lending are registered in an LDAP server 30 so as to be associated with each other. A user terminal 10 is provided with a card ID acquisition part for reading the card ID from the IC card. A portal server 20 decides whether or not the IC card has been temporarily lent to the user by determining whether or not identification information read from the IC card is matched with predetermined conditions, and when deciding that the IC card has been temporarily lent to the user, the portal server 20 acquires the user ID corresponding to the card ID from an LDAP server 30, and when deciding that the IC card has not temporarily lent to the user, the portal server 20 defines the card ID as the user ID.
