PROBLEM TO BE SOLVED: To provide an image forming apparatus that includes a cleaning device having a plurality of brush rollers capable of reducing an amount of wear of a scraper that scrapes toner on a flicker roller. SOLUTION: The image forming apparatus includes a cleaning means having: a first toner removal roller which removes residual toner on an image carrier and to which a voltage of the same polarity as that of normal toner is applied; a second toner removal roller which removes residual toner on the image carrier and to which a voltage of polarity opposite to that of the normal toner is applied; the first flicker roller disposed in contact with the first toner removal roller; a first scraper disposed in contact with the first flicker roller.
