The present invention relates to an apparatus and a method of removing an image noise using a median filter of a cross-kernel structure. The apparatus and the method of removing the image noise using the median filter of the cross-kernel structure solves a structural problem of a median filter for lowering a picture quality on an edge or a corner using a median filter of a cross-kernel structure to implement an improvement in quality of the image and increase an efficiency in compression, and to obtain a more excellent signal to noise ratio. The apparatus to remove an image noise of a target pixel using a median filter of a cross-kernel structure comprises: a target pixel determination unit determining whether or not a target pixel is a noise; a peripheral pixel determination unit determining information on a peripheral pixel of the target pixel; and an image noise removal unit removing noise of the target pixel using a median filter of a cross-kernel structure in accordance with the determined information on the peripheral pixel to correct the image.
