Disclosed are a method and apparatus for updating a user consumption quota, and a computer storage medium. The method comprises: a policy control and charging rules function (PCRF) entity receives a consumption quota state notification request (SNR) message, and acquires a user quota information state change notification from the SNR message; and the PCRF makes a policy decision according to the user quota information state change notification, and sends a consumption quota state notification acknowledgment (SNA) to an online charging system (OCS) when it is determined that a user needs to perform user quota information switching, so as to again subscribe the switched user quota information by means of the SNA message.
