PURPOSE: To obtain an adhesive of high strength which can be used for cementing concrete materials and mineral structural materials by kneading portland cement together with silica sand, mineral particles of fine particle sizes and a synthetic resin emulsion. CONSTITUTION: Portland cement (A) is kneaded together with about 20wt.% of a silica sand (B), of preferably 0.1-1mm, particularly 0.5-0.8mm average particle size distribution, 5-20wt.% of a fine particle mineral (C) of <=1μm, preferably 0.2-0.6μm average particle size and 5-20wt.% of a synthetic resin emulsion (D) of <=1μm, preferably 0.2-0.6μm average resin drop size distribution to give this adhesive. As a component D, is used an acrylic resin, a vinyl chloride resin or a vinyl acetate resin.
