PROBLEM TO BE SOLVED: To provide a belt device in which an endless belt member is accurately rotated and to provide an image forming apparatus in which image quality is improved by the accurate rotation of the belt member to which toner images of respective colors are transferred. SOLUTION: In a color laser copying device 1, a scale seal with scales marked in the circumferential direction of the intermediate transfer belt 241 is formed on the surface of the intermediate transfer belt 241 in the circumferential direction and a reference mark is formed on the prescribed part of the intermediate transfer belt 241 in the circumferential direction. On the basis of the result of the detection of the scale of the scale seal by a scale detection sensor 501, control part 503 controls the rotation of the intermediate transfer belt 241 via a belt drive motor 502. Also, on the basis of the result of the detection of the reference mark by a mark detection sensor, the control part detects the faulty part of the scale seal, complements the result of the detection of the faulty part by the scale detection sensor 501, and controls the rotation of the intermediate transfer belt 241 based upon the result of the complementarity.
