<P>PROBLEM TO BE SOLVED: To provide an information recording medium which is, especially, suitable for using prepaid system so as to prevent wasted storage money, and to provide an information processing system. <P>SOLUTION: A non-contact IC card 101 includes a balance information storage part 12 and a storage amount storing part 13, which respectively store independently addable amount information, so as to replenish the amount of the storage amount storing part 13 when the stored amount in the balance information storage part 12 is insufficient and to discharge the amount of the storage amount storing part 13 in cash as necessary.
