PROBLEM TO BE SOLVED: To manufacture a glass base material in which the amount of deposition of glass fine particles is uniform along the longitudinal direction of the glass base material. SOLUTION: A glass base material manufacturing apparatus for manufacturing the glass base material, which is used as a base material of an optical fiber, comprises a plurality of burners, arranged in a row at a predetermined intervals along the longitudinal direction of the staring base material, for forming a deposit, which is a base material of the glass base material by depositing glass particles on the staring base material while moving reciprocatory over a section of the entire length of the starting base material along the longitudinal direction of a starting base material of the glass base material, a plurality of flow rate regulators, at least one of which is connected to a plurality of the burners, respectively, for regulating a flow rate of raw material gas of the glass particles, which is supplied to a plurality of the burners, and a controlling unit connected to each of the plurality of the flow rate regulators for controlling individually the plurality of the flow rate regulators.
