PROBLEM TO BE SOLVED: To provide a surface treating agent, which forms a clear and smooth surface, having an excellent solubility in solvents and curability, and a high adhesiveness to a base material. SOLUTION: The perfluoropolyether-polyorganosiloxane block copolymer is represented by following formula (1) having a number-average molecular weight of 2,000-20,000. Here, W2-Q-Rf-Q-(W1-Q-Rf-Q)<SB>g</SB>-W2 (1), wherein, Rf is a perfluoropolyether block, W1 is a polyorganosiloxane block having at least one group represented by formula (2) (wherein, X is a hydrolyzable group, R<SP>1</SP>is a 1-4C alkyl group or a phenyl group; y is an integer of 1-5; and a is 2 or 3), Q is a 2-12C divalent linking group that may include an oxygen atom and/or a nitrogen atom, W2 is a monovalent organosiloxane residue having one group represented by formula (2), and g is an integer of 1-11.
