<P>PROBLEM TO BE SOLVED: To provide an image coding system for improving prediction capability and reducing memory requirements. <P>SOLUTION: An intra prediction means includes vertical, horizontal, and DC prediction modes, and a mode number is given so that the value becomes larger in order of the vertical, horizontal, and DC prediction modes. An estimation means estimates that a prediction mode having a small mode number is the estimation mode of a block to be coded in a prediction mode of a first block and that of a second one. The intra prediction means codes first information and second information. The first information indicates whether an actual prediction mode is equal to the prediction mode estimated by the estimation means.
