An embedded-based vehicle image storing apparatus and a method thereof are provided to enhance the safety of police and increase the efficiency of a traffic police business. An image distribution processing unit(200) recognizes a number plate area photographed through a camera(100). A number recognition processing unit(300) extracts the license plate numbers through an image of the recognized number plate area by executing a car number recognition program. A storage unit(600) stores car record information including the license plate numbers of a illegal car in a digital type. A matching processing unit(400) inspects whether the extracted license plate numbers coincide with one of the stored license plate numbers of illegal cars.
