<P>PROBLEM TO BE SOLVED: To solve a problem that the light should be able to be transmitted or received over the whole circumference so as to be transmitted from a fixed machine part (16) toward a machine part (18) rorating to the fixed machine part (16) or toward the opposite direction. <P>SOLUTION: An optical waveguide (20) is designed so that a part of the incident light is emitted or injected in the arbitrary part of the circumference unlike with a general optical waveguide.
