<P>PROBLEM TO BE SOLVED: To provide a heat transfer sheet featuring successful color development stability of an image before and after shelf keeping and the ability to transfer-form an image free from image nonuniformity, and a manufacturing method of the heat transfer sheet. <P>SOLUTION: This heat transfer sheet A includes a sheet-like base material 1, an undercoating layer 3 which is formed on one principal surface side of the base material 1, containing a fluorine-based surfactant, coloring material layers Y, M and C, an image protecting layer 5, etc. formed on the undercoating layer 3, as transfer layers, and a heat-resistant lubricating layer 7 which is formed on the other principal surface side of the base material 1, with the fluorine-based surfactant 9 formed on the exposed surface of the layer 7. In order to manufacture this heat transfer sheet A, first, the undercoating layer 3 containing the fluorine-based surfactant is formed on one principal surface side of the base material 1 and the heat-resistant lubricating layer 7 is formed on the other principal surface side. After these procedures, the fluorine-based surfactant 9 contained in the undercoating layer 3, is transferred to the surface of the heat-resistant lubricating layer 7 by taking up the base material 1 in the form of a roll.
